They are called Barbers. Look for a spinning white pole with blue and red diagonal stripes. 10 bucks should do it, you can even get a shave for a few extra.
I saw this place (see link) on Chronicle - Channel 5's local nightly news magazine show. It is an old fashioned barber shop but kicked up a notch for the man of today. It is highly rated and seems like a total upscale version of an old fashioned barber shop. Hopefully this is the kind of thing you are looking for.
