Because men with thinning hair (when wet) usually shows thier hair loss to a much higher degree. And i guess they want to show you that thier product works so well that if the guy on your screen looks great with a wet head then their product must work. But the toupee argument makes sense also.
Same reason they always have smiling people driving cars or eating fast food. When's the last time you went to a fast food joint and the servers were friendly and the customers were overjoyed?

They want to show the men in situations that prove their new hair growth can thrive in any active situation that its users might have as part of their lifestyle. It is to try to show how carefree you can be when you have hair. Plus when guys wear toupes I think they avoid that kind of stuff so it doesn't fly off and embarrass them. It is kind of like how magazines put hot women next to cars. Don't have a lot to do with it but it's like: If you buy this product, look what you can have.
Because only people with hair live the good life which include jet skiing and swimming with skinny models in bikinis.
