Most people are not totally bald. If they are then they put what color it would be at that age. The mostly bald men that shave everything else off have to put what the remaining hair is so it is identified if they grow it out later (meaning in the areas that have hair of course).
sometimes they put bald or NA or whatever color they had when they had hair growing. They still have facial hair such as beards, mustaches, eyebrows and they would use that color.
